New Regulation Prohibits Political Banners Near Children’s Protection Zones and Fire Facilities

The South Korean Ministry of Public Administration and Security will implement a revised regulation on outdoor advertisements, prohibiting the installation of political banners near children’s protection zones and fire facilities. The revised regulation, which will come into effect on the 12th of next month, aims to restrict the number of political banners that each political party can display to a maximum of 2 per administrative division.

Ensuring Pedestrian Safety and Unobstructed Visibility

Under the new regulation, political banners installed near intersections, crosswalks, and bus stops must maintain a minimum height of 2.5 meters to ensure pedestrian safety and avoid obstructing drivers’ visibility. The bottom part of attached banners should be at least 2 meters above the ground to prevent hindrance to pedestrians. Additionally, banners should not cover other banners, traffic signals, or safety signs.

Preventing Damage to Structures and Limiting Banner Size

To prevent damage caused by strong winds, the installation of banners on structures such as utility poles, streetlights, and traffic safety signs will be limited to a maximum of 2 banners. The size of political banners should not exceed 10 square meters, following the regulations for election banners under the Public Official Election Act.

Clear Text Requirements and Local Authority Enforcement

The text on political banners should include the display period (start and end dates) and contact information (political party and installation company) with a minimum height of 5 centimeters for better visibility. Local authorities have the power to remove political banners that violate the regulations on display or installation methods.

Cooperation and Improved Public Awareness

The Ministry of Public Administration and Security emphasizes the importance of cooperation between political parties and local governments to effectively implement measures to prevent excessive political banners. The revised regulation on outdoor advertisements aims to prevent the proliferation of political banners and improve public awareness of the impact of excessive political banners on the environment.
