Minister Yu In-chon: “Enhanced Copyright Protection for K-Dance’s Global Prominence and Addressing Choreography Copyright Blind Spots”
On the morning of the 27th, Minister Yu In-chon of the Ministry of Culture, Sports and Tourism presented the “Four Strategies for Achieving a Copyright Powerhouse” at the Seoul Seodaemun-gu Modu Art Theater. Minister Yu stated, “Fifteen years ago, I believed that copyright was important. Now, the environment has changed compared to back then,” and added, “The era of video has shifted to OTT and new platforms, providing an opportunity for K-contents to advance internationally.”
Minister Yu In-chon announced the four strategies for achieving a copyright powerhouse. These include resolving copyright blind spots, proactive response to artificial intelligence, enhancing transparency in the copyright industry, and actively combating illegal distribution of content overseas.
The Ministry of Culture, Sports and Tourism will enhance the protection of choreography and architectural works to address blind spots in the basic arts sector’s copyright protection. The aim is to elevate the global prominence of K-Dance and lead the era of music. The scope of choreography copyright will be expanded, including the exposure of choreographers’ names alongside composers and lyricists on music broadcasts. Various support, such as protection of attribution rights and assistance with copyright registration, education, and legal consultations, will be provided.
Enhanced protection will also be provided for architectural works, which suffer from inadequate recognition as creative works and ongoing unfair practices during the contracting phase. Collaboration with the Architects Association will strengthen the monitoring of competitions and improve copyright awareness through education and campaigns. Unfair practices on-site, such as forced transfer of all copyrights, will also be addressed.
To establish a transparent foundation for the copyright industry, the approval system and system for copyright fees will be improved. To ensure accurate distribution of copyright fees, the submission of usage information by users of musical platforms and other entrusted works will be reinforced. The introduction of an automatic calculation system for music usage lists in broadcasting videos and the provision of reliable information on the use of copyrighted works through an integrated music database will be implemented.
Strategic international cooperation, including collaboration with Interpol, will be pursued to strengthen copyright protection norms in various countries and systematically respond to the internationalized, intelligent, and diversified flow of recent illegal distribution. This will lead to enhanced protection of creators’ rights.
An “AI Copyright Guidebook” will be published to minimize market confusion caused by the commercialization of generative AI. This guidebook will summarize important considerations, such as the use of generative AI and copyright registration.
